I have a client who wants to track newsletters. I've been reading that once upon a time Google used to have email tracking. Now that they don't, I'm wondering what other people are using.

what are you trying to track? usually a 1px tracking image is used to track email newsletters but since most email clients dont show images by default that isn't very accurate anymore. although, over time you could still use it as a relative measure
